Perhaps a feature like AO3 has where you are added to a queue to receive an invite to join the site as a user, which tends to take a bit of time to get? This might discourage raids by making it harder to make alts. I’ve had someone TRY to do this to troll me on AO3 but they gave up after the first alt account, lol.
There will naturally be a queue to sign up, due to us manually approving users!
Users will fill out an application, and then the application will be sent to a moderator inbox.
A moderator will look at their application, and decide whether to accept or reject it based on the answers that the person gave.
One of these questions will be something like “what is proship” or “when should people be allowed to bully others” etc.
So it will take time between signing up and being approved.
Most people who want to troll won’t bother.
This used to be the norm for forums, and I am surprised that the internet has moved on so far that this seems unusual rather than common!
