Fictional children can be capable of consenting in-universe.
I could (I won’t because SQUICK but I could) write a story with a highly-gifted highly-mature ten-year-old who is at the developmental level of “our”…. say, thirty-year-olds. That particular ten-year-old can obviously absolutely consent in-universe. But real ten-year-olds are not really thirty-year-olds. If nothing else, (but again, ten-year-olds have lots of ‘else’ in reality), actual real-life ten-year-olds really doing a thing are still legally their parents’ responsibility.

If ability to consent within the constructed fiction is what matters (thus conferring the ability to consent on most fictional adults)
then QED, it follows that it must be possible to write a fictional child who is capable of consent within the constructed fiction, and have that consent be just as meaningful as any fictional adult’s.
