According to the Persona Stalker Club (a Persona talk show that’s on video on Niconico), a side-effect of the Persona Suppressor drugs that Strega and Shinjiro took is that it causes their bodies to become unable to regulate body temperature (can’t shiver, sweat, etc); which is why Shinjiro is always wearing his coat and beanie otherwise he’ll freeze. Either Takaya has the opposite problem where if he wears a shirt he’ll overheat or possibly he’s always cold and he likes it.
