They mass report blogs (falsely) for spam.
They count on the fact that tumblr automates some of its moderation.
If a post or blog gets a certain number of spam reports, tumblr automatically takes action.
Theoretically this is checked afterward by a real human person and/or can be disputed through the help center.
But tumblr does not have a huge staff. V_V
