Anyone.
Tumblr is not a “safe space.” You cannot properly curate and moderate your own community on a website that does not provide the ability to create private self-moderated subgroups. The best you can do is block people and tags that you’re uncomfortable with and request that people within those categories “DNI”, but people who you have zero interest in interacting with can (and as we see time and time again, will) still interact with you until you block them, too, no matter how many times you state “DNI if you are [this]” (even if they themselves will throw a bitchfit if you dare do the same).
