I think minor is such an unhelpful word, especially with the groomer panic going on. Like I absolutely hate how someone can say “minors at x event were shown sexual content!” And it mean anything from “a group of six year olds were shown porn” to “a group of sixteen year olds were given pamphlets on safe sex”
