Honestly this whole thing sounds like eugenics.
Consent is a human right that shouldn’t be subject to arbitrary testing or “licensing”.
Attempting to reduce it to a simple pass-fail test or license grossly trivializes the important conversations that must be had to ensure that consent is being given and received in a responsible and respectful manner.
The second I read the words “mental exam” in the context of deciding who can consent, this went from stupid to horrifying. Holy shit.
