I think the wording of calling volunteer work “labor” isn’t optimal, but at the same time it should not be a volunteer’s job to comb for material that might include csem, nor did volunteers (not just Rahaeli) who stumbled upon such material receive any help from higher ups in the OTW (as in how to act and what to do in such a case)I also think people should realize that a volunteer based org is extremely slow, much much slower than any other org and that you can expect to wait for years to implement stuff like a blocking tool on the website (as an example)

Whose job should it be? OTW and AO3 are a volunteer based organization. Almost all of the labor that goes into OTW is donated volunteer work on every front.
The OTW and AO3 are a work of fandom that exists as a non-profit organization only because that makes it much easier to handle the cash necessary to run the organization and to combat legal challenges.
I think it *can* be a volunteer’s job to comb through material that might include CSEM.
I think OTW has a duty to inform volunteers who they ask to comb through material that it might include CSEM, and only accept volunteers who agree that that’s part of the position.
